In the afternoon of February 27, 2018, Song Yingnan, the Honorary President of the Zhejiang Entrepreneurs in Kenya, Director of President Office TRANSSION Holdings, Wang Chong, Executive Director of the Chamber of Commerce, Ning Naixin, Jiang Longda, Executive Vice President of the Chamber of Commerce, Zi Ran,  Vice President of the Chamber of the Commerce, Li Changhao, Head of Overseas Government Relations and Corporate Affairs of TRANSSION Holdings, visited Hangzhou Arbitration Commission. They met with Mr. Liu Fengquan, Deputy Director and Secretary General of the Committee, Zhao Liang, Deputy Secretary General, and Ms. Li Xuanle, Vice President of the Hangzhou International Arbitration Court (HIAC) .

Song first gave a briefing on Zhejiang Entrepreneurs in Kenya and the business of TRANSSION Holdings, and manifested his expectation that the newly established Kenya Chamber of Commerce could obtain assistance from HAC in dispute resolution. He also introduced the dispute resolution among Chinese-funded enterprises in East Africa. In his words, there are a good number of Chinese-funded enterprises of different types in Africa, and they have different goals and are mostly cross-industry and cross-regional entities. There has been an urgent need for legal aids, yet the legal environment in Africa is quite complicated. The social and linguistic environments are unfriendly to Chinese firms, so they have been always confronted with some difficulties in legally resolving disputes, especially the expertise on the way to engage the means of arbitration to disputes ahead.

Liu Fengquan extended his pleasure of meeting Song and his delegates for the possible cooperation. They hoped both sides would continue to further understand and be in cooperation with Zhejiang Entrepreneurs from Kenya, which also conformed to the vision of HIAC and that of Hangzhou to go global. Both parties envisioned future development and mutual benefit. Zhao Liang and Li Xuanle briefed on the profile and development of HAC and HIAC, the advantage of arbitration in solving commercial disputes, and the prominent status of Hangzhou in the Belt and Road Initiative. The two sides had an in-depth discussion on the current dispute settlement of Chinese-funded enterprises in Africa and made a specific and feasible plan for future cooperation, including the publicity among Chinese-funded enterprises in Africa on arbitration, and listing Hangzhou as a pilot city in some business contracts.

The meeting marked friendly cooperation and understanding between HAC and Zhejiang Entrepreneurs from Kenya, which will play a role for HAC and HIAC to promote the arbitration business in Africa.
