Upon the decision of the State Council on November 21, 1958, China Maritime Arbitration Commission (CMAC) was established on January 22, 1959 as a permanent arbitration body to specifically handle domestic and international maritime disputes. CMAC is based in Beijing, and has sub-commissions in Shanghai, Tianjin, Chongqing, Shenzhen, Hong Kong and Fujian province. For the development of arbitration business and the provision of procedural convenience, CMAC has branch offices in major port cities like Dalian, Tianjin, Qingdao, Ningbo, Guangzhou and Zhoushan. To meet the demand for arbitration in special sectors, CMAC also owns a fishery dispute resolution center, a maritime mediation center and a logistics dispute resolution center. CMAC may handle cases concerning:
1. Maritime disputes on ship collision, salvage and marine pollution;
2. Maritime disputes on bills of landing, chartering, sea cargo transportation, towing, crew services, freight forwarding, and shipping agency;
3. Disputes on aviation, railway and road transportation;
4. Disputes on the construction, repair, financing, leasing, etc. of ships, aircraft, railways and their ancillary facilities;
5. Logistics disputes on express delivery, warehousing, processing, distribution, logistics center, and storage facilities;
6. Disputes on the trading, insurance, etc. of wading cargo transportation;
7. Disputes on the construction and financing of facilities such as docks, shorelines, offshore wind power, offshore oil rigs, and artificial islands at sea;
8. Disputes on cruises, sea sports, competitions, etc.;
9. Disputes on aquaculture and trade;
10.Other disputes upon parties’ agreement to be arbitrated by CMAC.
The practice for decades has cultivated a group of maritime arbitrators known for work ethics, expertise and experience. CMAC also have a group of high-quality secretarial staff to handle the arbitration in a positive and diligent manner, and to provide fast, efficient and professional services to the parties and arbitrators. CMAC has, since it was founded, given thousands of awards that won it a reputation of independence, impartiality, professionalism and authority at home and abroad, and made itself one of the world's major maritime arbitration institutions.
